Throughout history, Dakota culture has focused on the values of living in harmony with our surroundings and sharing our natural and material resources with others. These values continue to guide the decisions of our government and Community.

Our Commitments

Living a culture that is intertwined with its natural surroundings, the SMSC is committed to bridging its longstanding values with the latest science to help protect and restore wetlands, aquifers, prairies, and forests. The SMSC reservation is home to multiple green roofs, which improve energy efficiency, reduce stormwater runoff, and filter out pollutants. We also maintain and harvest organic, naturally grown fruits and vegetables at Wozupi Tribal Gardens

Utilizing hundreds of solar panels and geothermal temperature control further reduces the SMSC’s conventional energy use.

Our Values

Through our partnerships and collaborations, environmental stewardship activities, and charitable giving, we seek to embody Dakota values each day. Being a good neighbor, good employer, and good steward of the earth is a core part of who we are and what we do.

Sharing

Out of a Dakota tradition of helping others, the SMSC has donated more than $350 million to organizations and causes and has contributed millions more to regional governments and infrastructure such as roads, water and sewer systems, and emergency services. The SMSC is the largest philanthropic benefactor for Indian Country nationally and one of the largest charitable givers in Minnesota.

Good Neighbor

The SMSC regularly works with local governments on mutually beneficial projects, such as roads and infrastructure, which help build a better community for all.

Good Employer

The SMSC bolsters the local economy by providing jobs, donations, and voluntary payments for municipal, county, and state services. Together, the SMSC and the SMSC Gaming Enterprise (Mystic Lake Casino Hotel and Little Six Casino) are the largest employer in Scott County. Through competitive wages and benefits, the SMSC is dedicated to helping its employees build fulfilling lives.

Good Steward of the Earth

Through dozens of land stewardship initiatives, the SMSC seeks to protect and preserve its lands and waters for the next seven generations. Initiatives such as the Organics Recycling Facility and a variety of wind, solar and geothermal systems help the SMSC achieve that goal. Learn more about the SMSC's sustainability initiatives at NativeGreen.

Providing for the Community

As a sovereign nation, the SMSC strives for self-sufficiency and provides for its members, with an emphasis on wellness, cultural preservation, and education. The tribe provides comprehensive health and wellness services, in addition to access to healthy foods grown at Wozupi Tribal Gardens. The SMSC’s cultural center—Hoċokata Ti—serves as a gathering space and cultural activity site for members, and features a gift shop and an immersive educational exhibit open to the public.

Conservation and Green Initiatives

The SMSC is committed to being a good steward of the earth, adding environmentally sound infrastructure and amenities to the reservation, and sustaining natural resources.

The tribe employs multiple land stewardship programs to help us fulfill this mission. Working with our neighbors, we strive to restore prairies, forests, wetlands, and aquifers; and we encourage many native plants, animals, and insects to make our lands their home.

  • We use our own wind turbines, solar cells, and geothermal temperature control to help reduce conventional energy use.
  • The SMSC has a state-of-the-art Water Reclamation Facility. It reduces the pressure on neighboring municipal treatment systems and has been recognized as a superior achievement in reducing environmental pollutants.
  • The SMSC has its own water supply system that uses reverse osmosis to reduce the entry of salt, a known toxin, into its own freshwater sources and those downstream. This system reduces the pressure on neighboring municipal water supplies and is available as a backup source when the SMSC’s neighbors need extra water.
  • The SMSC is also home to two of the large green roofs, located on the water reclamation facility and Dakotah! Sport and Fitness.
  • By recycling plant-based waste materials—the SMSC Organics Recycling Facility—has successfully diverted thousands of tons of organic waste from local landfills.

Our staff of organic farmers, biologists, water resource specialists, technicians, and others in our Land and Natural Resources, Public Works, and Cultural Resources departments help us honor our culture as we teach our children the Dakota way of planning seven generations ahead.

About the Public Exhibit:

Hoċokata Ti’s 3,805-square-foot public exhibit, called Mdewakanton: Dwellers of the Spirit Lake, provides visitors with a cultural experience that enhances their knowledge and understanding of the Mdewakanton Dakota people and their history. Tours are offered to guests, where an assortment of Dakota Sioux artifacts can be viewed in the public gallery.

The Hoċokata Ti gift shop features a variety of Native-made art, books, music, beaded and quilled items, and craft supplies that build upon the cultural center’s mission to educate visitors about the Dakota people. The gift shop also shares its space with the SMSC library, so guests should be mindful of those around them.

The outdoor trails and gardens include plants that are culturally significant to Dakota people and are to be used by SMSC Members only. The trails, gardens, and lower level of the building are not open to the public.

Dancers of all ages will gather at the annual Shakopee Mdewakanton Sioux Community Wacipi (powwow) at the Wacipi Grounds on the SMSC reservation.

[callout_header] => 2022 SMSC Wacipi [content] =>

The wacipi, or powwow, is a celebration of life. Native Americans gather for a cultural and social celebration of dancing, singing and visiting. This is a time when Native Americans gather to meet old friends, make new ones, and honor those who have come before them. A time to gather, share, reflect and thank the Creator.

It was originally a gathering time held at the end of a season to celebrate a good hunt or recognize a positive event. There, Indian people would dance to entertain, but the dancing was originally a part of ceremonial practices and used to tell tribal stories.

Visitors are welcome to enjoy the whirl of colors, sights and sounds of our annual SMSC Wacipi. From the inspiring rhythms of the drum groups to Native American dancers in full regalia, we invite you to share in our culture.

What to Expect

The SMSC Wacipi begins with a blessing of the dance circle. This is followed by the Grand Entry with the Veterans Color Guard carrying in the flags and eagle staff, followed by visiting dignitaries, tribal royalty, and the dancers. Once the dancers have entered the circle, a prayer is said, and attendees are asked to stand and remove their hats as the drum group sings songs to honor the flag and the veterans.

Wacipi Royalty

Contemporary wacipis have begun to incorporate Wacipi Royalty. The selected youth dance to represent their respective tribal nations, acting as ambassadors for their people. The 2020-2021 SMSC Royalty includes Princess Celianna Sophia Thomas, and Junior Princess Leila Brewer.

Dance Competitions

Today, the SMSC's Wacipi is a contest powwow, where dancers compete in dance categories and age groups, including tiny tots, juniors, teens, junior and senior adults, and golden age. The Master of Ceremonies, called "Wapaha," calls for intertribal dancing, allowing everyone to dance together. There are exhibitions and contests throughout the three days, including dance categories, such as Men's Fancy, Jingle Dress, Fancy Shawl, and Golden Age, among others. Drum groups are invited to participate in our wacipi as well.

Ceremonies and Traditions

Specials: Throughout a wacipi, honorary dances and ceremonies called "Specials" are integrated, usually celebrating a specific individual.

Fallen Warrior Ceremony: If an eagle feather falls to the ground, an Eagle Feather/Fallen Warrior Ceremony is held for veterans to retrieve the Fallen Warrior. The SMSC has the highest respect for "wambdi," the eagle. The eagle flies higher than any other being and carries prayers to the Creator. Possession of an eagle feather is an honor; they are usually received as a gift from a relative, spiritual teacher, or from the eagle himself. Please, no photography during this ceremony.

Giveaway: A Giveaway is a tradition when someone has been honored or a major accomplishment is reached. The Master of Ceremonies announces the purpose of the Giveaway, and then simple, everyday gifts are given to the honoree. Blankets and special gifts like star quilts are given to individuals who have helped the family. Visitors are sometimes given small gifts as well. It is considered impolite to refuse a gift if given. A Giveaway is generally followed by a "Wopida" (thank you) song and dance, where everyone who has received a gift is invited to participate in a round dance.

Naming Ceremonies: Naming Ceremonies are used when families want to give a spiritual or "Indian" name to an individual. A spiritual leader or respected elder performs this ceremony, and usually a Giveaway and Honor Song follow. Please, no photography during this ceremony.

A memorial Honor Song recognizes someone who has passed away in the last year.

Indian Horse Relay brings together the best Indian relay racers from across the country for three days of excitement at Canterbury Park.

Indian Market

Inside the grandstand at Canterbury Park, there will also be an Indian Market for guests to enjoy, featuring crafts, jewelry, beading, and artwork for purchase from several Native American vendors. The Indian Market is open all three nights of Indian Horse Relay.

History of the Event

The Indian Horse Relay at Canterbury Park began in 2013, when the SMSC was invited to the Apsaalooke Crow Nation to see their Native American horse racing event. The SMSC’s Mystic Lake Casino Hotel partnered with Canterbury Park in 2012, creating A Winning Combination, which presented the perfect opportunity to bring this sport to life in the area’s largest horse racing venue. Since the inception of the event, the annual Indian Horse Relay has celebrated great success and brings together racers and spectators from across the country every year.

Cultural Significance

The horse has long held a special place in Native American culture. Often referred to as the Horse Nation, horses—like the drum—have a way of comforting, healing, and bringing Native people together. Spending time around them is good for the heart and good for the spirit. During Indian Horse Relay, riders embrace their culture through horse paint designs, bareback riding, and wearing traditional Native American regalia.

An Indian Horse Relay team consists of four members—a rider, a mugger, and two holders—and three horses. Riders mount their first horses bareback at the stall, while the holders restrain the other two horses. After making a lap around the track, the rider hops off of the first horse and mounts the second horse in a dazzling display of athleticism. It is the mugger’s job to catch the first horse. After repeating the process once more, the third and final lap ends at the finish line in front of the grandstand, where thousands of spectators are cheering on the teams.

Native American Heritage Month

Since 1990, the month of November has been recognized as Native American Heritage Month—a time dedicated to paying tribute to the diverse cultures, traditions, and histories of Native Americans. What began as an effort to gain a day of recognition for the significant contributions Natives have made to the establishment and growth of the United States, resulted in an entire month designated for that purpose. During Native American Heritage Month, and throughout the rest of the year, the SMSC is committed to enhancing the public’s understanding of Indigenous cultures and history—including raising awareness about the unique challenges that Native people have faced both historically and in the present, and the ways in which tribal citizens have worked to overcome these challenges.

Native American Heritage Day

Each November since 2008, the U.S. has observed the day after Thanksgiving as Native American Heritage Day, closing out the celebration of Native American Heritage Month. This civil holiday celebrates the vibrant cultures, traditions, and heritages of Native Americans while recognizing the many contributions the first Americans made and continue to make to our nation.

CommUNITY Day

An annual SMSC-original event, CommUNITY Day—hosted at the SMSC’s cultural center, Hoċokata Ti—welcomes all to share and learn about Native American culture and history. During this educational open house, guests are invited to learn more about the SMSC and Native American culture and history, and explore the building—including the public exhibit, Mdewakanton: Dwellers of the Spirit Lake. Led by Community Members and SMSC staff, the day features an overview of topics and issues important to Indian Country, such as Native American arts and crafts, culture and language, local history, Indigenous foods, federal policy impact, gaming history, and so much more! The event is family-friendly and an opportunity to learn about the storied history and rich culture of Native Americans both past and present.

Federal Recognition

November 28, 1969 marks the SMSC’s federal recognition from the U.S. government. As a tribal nation with a history that far precedes this date, the tribe has made remarkable and sustainable progress—from establishing housing and developing infrastructure to preserving its Dakota heritage and attaining economic self-sufficiency. The tribe’s sovereignty is at the foundation of the Community—past, present, and future. It is because of the resiliency and hard work of the SMSC’s relatives and ancestors that the tribe is able to mark this occasion with pride and continue to protect and uphold sovereignty and self-sufficiency for generations to come.

What does it mean to be federally recognized?

Federal recognition signifies that the U.S. government formally recognizes the right of a distinct group of Native Americans to exist as a sovereign entity, capable of governing themselves and interacting on a government-to-government basis with the United States.

[callout_header] => Taku ota Waṡte (Many Good Things) [content] =>

As a sovereign nation, our government maintains authority over our membership, lands, and government affairs. The SMSC government is responsible for providing for the well-being of Community Members with infrastructure such as roads, sewers, housing, and more. The SMSC is governed by the General Council and the Business Council.

General Council

The highest governing body of the SMSC is the General Council, which consists of all enrolled members of the tribe aged 18 and older. The General Council meets bi-monthly to discuss important issues, make decisions, and set policies. General Council members are also tasked with electing representatives to the Business Council, Gaming Commission, and Gaming Board of Directors.

Business Council

Every four years, the General Council elects three members to the Business Council: the Chairman, Vice-Chairman, and Secretary/Treasurer. Business Council members are responsible for running the day-to-day operations of the tribe and for implementing the decisions of the General Council. The Business Council is charged with promoting the health, education, and welfare of SMSC Members and their families now and for generations to come. They also make decisions that shape the SMSC's role as a leading employer, Native American nation, and member of the greater community. Every four years the Business Council publishes a report describing the activities of the last four years. View the reports in our Resources section.

Current members of the SMSC Business Council are: Chairman Keith B. Anderson, Vice-Chairman Cole W. Miller, and Secretary/Treasurer Rebecca Crooks-Stratton.

Gaming Enterprise Board of Directors

The SMSC Gaming Enterprise Board of Directors is responsible for setting policy and overseeing daily operations of Mystic Lake Casino Hotel and Little Six Casino. This seven-member board includes six elected directors and one member of the SMSC Business Council.

Current members of the Gaming Enterprise Board of Directors are: Chairwoman Ashley Cornforth, Vice-Chairman Todd Brooks, Secretary Natasha Coursolle, Treasurer Jesse Chase, and Directors Rob Totenhagen and Austin Vig.

Gaming Commission

Five elected SMSC Members make up the Gaming Commission: a commissioner of gaming, an assistant commissioner of gaming, and three general members. They each serve staggered four-year terms. Gaming commissioners ensure that SMSC gaming operations are conducted fairly, honestly, and in compliance with applicable laws. The Gaming Commission licenses the SMSC's gaming facilities, gaming devices, employees, and vendors. It also oversees contracts, records, and internal controls.

Current members of the SMSC Gaming Commission are: Commissioner of Gaming Cherie L. Crooks, Assistant Commissioner of Gaming Eric W. Kaiser, and Commissioners Elyssa N. Blaess, Peter L. Brewer, and Tony Muellenberg.

The Dakota people have a common expression “Mitakuye Owasin” [mee-tah-ku-ay oh-wah-seen]. It means, “We are all related.” It reflects the SMSC's worldview of interconnectedness, and the Community's ongoing dedication to development through cooperation.

[callout_header] => We Are All Related [content] =>

The SMSC has voluntarily paid millions of dollars for shared local road and trail projects, water and sewer systems, and emergency services. For instance, the SMSC funded a $2 million project to improve safety and reduce congestion on Highway 169. The tribe also recently made $300,000 in grants to available to local cities for trail improvements.

Shared Priorities

The SMSC has more than 60 agreements with local governments related to shared priorities such as public safety, natural resources, and infrastructure. The tribe often works closely with neighbors to find ways to collaborate on mutually beneficial projects, including emergency response, fire response, natural resource restoration, and prescribed burns that benefit the environment. Each year, Mdewakanton Public Safety – the SMSC's full-time fire and emergency response department – responds to approximately 2,000 calls at the SMSC and in nearby cities. The SMSC's Land and Natural Resources Department conducts prescribed burns for the tribe and its neighbors each spring and fall.

Scott County Association for Leadership and Efficiency

The SMSC is also an active member of SCALE (Scott County Association for Leadership and Efficiency). The organization has been a key stimulus in strengthening relationships among the governments in Scott County and has collectively saved them millions of dollars on joint projects. In 2014, the Harvard University Project on American Indian Economic Development presented an Honoring Nations award to the SMSC and SCALE for outstanding governmental collaboration.

The SMSC government and tribal enterprises employ 4,100 people in a wide range of careers. Committed to being a good employer, we are proud that our employees tend to stay with us for a long time – the average tenure is eight years.

Canterbury Park

The SMSC initiated a cooperative agreement in 2012 with nearby Canterbury Park to support increased purses for live horse races and joint marketing opportunities between Canterbury and Mystic Lake Casino Hotel. With sizeable increases in the number of races, racing days, horses competing, and purses paid at Canterbury, the partnership has benefitted the track, the horse industry, the SMSC, and local tourism.

Mall of America

Home to the Mystic Lake Store and a hub for free bus service to Mystic Lake, Mall of America has been a longtime SMSC partner. The SMSC-owned JW Marriott Minneapolis Mall of America opened in 2014, featuring 342 rooms and finishing details that reflect the tribe’s Dakota culture. It is part of the largest construction project at Mall of America since the complex opened in 1992.

RiverSouth

More than 10 million people visit Mystic Lake, Canterbury Park, Valleyfair, and the Renaissance Festival in the southwest Twin Cities annually. The four entertainment powerhouses – together with the SMSC and the cities of Prior Lake and Shakopee – joined forces in 2014 to develop the joint brand “RiverSouth.” The partnership continues to grow, promoting the area as one of Minnesota’s biggest entertainment destinations.

South Area Water Treatment Plant

In 2017, the city of Prior Lake and the Shakopee Mdewakanton Sioux Community (SMSC) announced a water purchase and facility expansion agreement for a new joint water treatment facility. The South Area Water Treatment Plant serves both communities and treats up to 3.5 million gallons of water each day by removing iron and manganese from ground water.

The SMSC is the largest employer in Scott County, and the tribe continues to develop strong partnerships that further build on its role as a community and economic leader. The SMSC's agreements with local organizations like Canterbury Park and St. Francis Regional Medical Center help bring visitors to the region and bolster local economic development.

Since its inception in 2009, this fund has helped nearly 200 talented students from tribes nationwide work toward a degree at the University of Minnesota's various campuses.

The SMSC Endowed Scholarship

The SMSC Endowed Scholarship was established through a $2.5 million gift from the Shakopee Mdewakanton Sioux Community. The University of Minnesota matches the interest earned on this endowment fund with proceeds dedicated to providing scholarships for qualified American Indian students. The University's Office for Equity and Diversity administers the scholarship.

The primary goal of the SMSC Endowed Scholarship is to recruit and retain University of Minnesota students who demonstrate financial need. For undergraduates, scholarships are renewable for up to four years or until graduation (whichever comes first), contingent upon academic performance. For graduate and professional students, the length of funding is contingent upon the school of enrollment, academic performance, and degree program, and is determined on a case-by-case basis.

In addition to typical wellness services, the SMSC offers hearing services, classes and activities, and social services to members, employees, and other Native Americans.

Caring for our Neighbors

Since 2007, the SMSC has brought free medical, dental, and vision care to communities across Minnesota through its Mobile Unit, helping meet the Community's ongoing commitment to supporting the health of other tribal nations and neighbors in need. This mobile medical clinic, which offers free mammograms, chest X-rays, cancer screenings, diabetes screenings, a temporary dental clinic, and more, reaches those who are underserved by other health care options.
